Dr. Rich co-founded NVOA with Dr. Thomas Frey in 1976 and retired in December 2016 after 40 years in practice, concluding his term as President of the American Academy of Ophthalmology.

He served as President of the American Academy of Ophthalmology and as its Medical Director of Health Policy, chaired the AMA RVS Update Committee (RUC) for six years, and chaired the Academy's IRIS® Registry (Intelligent Research in Sight). Both his undergraduate and medical degrees are from Georgetown, where he was elected to Phi Beta Kappa; he interned at San Francisco General Hospital and returned to Georgetown for ophthalmology training.
